The Conroe ISD board of trustees at its May 12 regular board meeting authorized multiple construction project contracts to move bond projects forward.
The project
Over the last few years, the district has begun construction on multiple projects due to the passed bonds in 2019 and 2023. According to Assistant Superintendent of Operations Chris McCord, the district originally had 39 campuses that were over capacity, and that number has now been reduced to only six after multiple completed projects.
At the regular board meeting, the board reviewed and approved multiple bids from developers to complete construction of various projects. The focal point of these projects is to help with renovations, security and safety, according to information from the district.
The board approved Marshall Constructors for The Woodlands Ninth-Grade Campus and College Park High School renovations project. The project’s focus is on upgrading the campus chillers, boilers, roof sections and handlers, as well as installing security upgrades such as exterior card readers and driveway cameras, McCord said. Construction is expected to be completed by August 2028.
The board approved Elisor Constructors to handle safety and security upgrades to various campuses in CISD, including:
- Bradley Elementary School
- Clark Intermediate School
- Suchma Elementary School
- Hope Elementary School
- Gordon Reed Elementary School
- Bartlett Elementary School
- Lamar Elementary School
- Oak Ridge Elementary School
- Stockton Junior High School
- Moorhead Junior High School
- Grand Oaks High School
- Conroe High School
The various security upgrades to these campuses include exterior card readers and driveway cameras. McCord said construction is expected to be completed by August 2028 and will cost an estimated $25 million.
The board approved a bid by Millennium Project Solutions to handle auxiliary facility renovations at the Sadler Administration Building, Conroe ISD police command center and the Conroe Testing and Assessment Center, which will cost the district $11.5 million.
Marshall Construction was approved to handle the proposed $22 million construction project for Anderson and Glen Loch elementary schools. Anderson is expected to overhaul its heating, ventilation, and air conditioning system and build a new gym, while Glen Loch is expected to receive a new gym addition. Construction is expected to be completed by August 2028.

CISD board President Misty Odenweller said using taxpayer dollars effectively is the board’s highest priority. Over the last few years, the district has operated under “crisis mode,” trying to make sure it dealt with overcrowding and got as many students in the classrooms as possible, she said. Odenweller said now that the district is effectively out of crisis mode, it’s important that they “maximize” every taxpayer’s dollars.
“As trustees, aside from the educational point, the most important thing we do is manage taxpayers’ money being spent on bonds,” Odenweller said. “We need to make sure we are showing the people that we’re taking the money from, especially in times like this, that we’re being efficient and effective.”
