Conroe officials move toward pausing citywide development due to water capacity issues.
CONROE, Texas — Water capacity strain in Conroe is causing city officials to kickstart the process of enacting a citywide pause on developments.
The north side of the fast-growing Montgomery County city has been under a temporary moratorium since August, but the new proposed policy would put the whole city under a development pause. To date, Conroe has refused to issue waivers, denying 12 waiver requests, including from The Howard Hughes Corp.
Conroe City Council voted 3-2 on May 8 to start the formal process of enacting a temporary citywide moratorium.
“Nobody on this council wants to vote for a moratorium,” Council member Marsha Porter said at the May 8 meeting. “Staff has said we’re not in compliance. [Texas Commission on Environmental Quality] standards have said we’re not in compliance. A third-party engineering firm has put its seal on a report that the city is not in compliance.”
